Position Overview The Director of Workforce Development is responsible for the execution, performance, and compliance of workforce development programs and grant-funded initiatives. This role serves as the accountable leader for ensuring that all program and contractual deliverables are executed on time, within scope, and aligned to funder, partner, member, and organizational expectations. The Director will oversee the design, implementation, and ongoing operations of workforce development programs, including workforce pathways, learning and training programs, partner engagement, grant administration, program evaluation, and performance reporting. The Director operates at a system level coordinating across internal and external stakeholders to ensure consistent, high-quality delivery of workforce services and measurable impact for Federally Qualified Health Centers (FQHCs), Community Health Centers (CHCs), and other safety-net healthcare organizations. The Director also builds and operationalizes scalable, repeatable workforce development systems, processes, governance structures, and delivery models that enable sustainable program growth, consistent execution, efficient resource utilization, and long-term organizational impact beyond individual grants or funding cycles. Essential Duties
- Own end-to-end accountability for workforce development program and grant execution, ensuring all deliverables, milestones, budgets, and reporting requirements are met on time and within scope.
- Establish and operationalize a coordinated workforce development model, including workforce pathways, learning and training programs, recruitment and engagement strategies, partnership models, learner support, and performance management.
- Lead cross-functional coordination across program management, learning and curriculum teams, workforce program teams, communications, finance, grants management, data/reporting functions, and other internal contributors.
- Serve as the primary internal lead for coordination with external partners, funders, educational institutions, workforce organizations, member stakeholders, and subcontractors to ensure alignment and execution.
- Provide leadership and oversight for the Workforce Development portfolio and contract responsibilities assigned to the role, ensuring alignment with organizational priorities, funder requirements, and approved scope.
- Oversee performance monitoring and reporting processes, ensuring accurate data capture, analysis, and communication aligned to program, contractual, regulatory, learner, and partner expectations.
- Identify risks to delivery, including timeline, scope, staffing, budget, partner coordination, learner engagement, and program outcomes, and proactively implement mitigation strategies.
- Drive continuous improvement of workforce development programs and delivery models, incorporating stakeholder feedback, outcome data, workforce trends, and lessons learned.
- Support staffing strategy, team development, and performance management to ensure capacity and capability to meet program demand, portfolio growth, and scaling requirements.
- Develop and maintain strategic relationships that expand workforce pathways, learning opportunities, program reach, funding opportunities, and value for OCHIN members and communities served.
- Represent OCHIN with funding agencies, educational institutions, workforce organizations, healthcare associations, networks, partners, and member organizations. Develop and execute multi-year workforce development strategies that anticipate evolving healthcare workforce development strategies that anticipate healthcare workforce needs and align talent pipeline investments to member, community and organizational priorities. Establish and maintain standards, playbooks, governance processes, measurement frameworks, and operating procedures that enable workforce programs to be replicated, scaled, and sustained across Docusign Envelope ID: 0BA9A801-EC28-861C-81BA-914A51469258 partners, geographies, and funding sources.
- Identify and develop funding diversification, strategic partnership, earned revenue, and other business model opportunities that strengthen long-term program sustainability and reduce reliance on individual grant cycles.

- Master’s degree in healthcare, healthcare administration, public health, education, workforce development, business, or related field, or equivalent experience.
- Minimum of eight (8) years of progressive experience leading complex workforce development, education, grant-funded, or service delivery programs.
- Minimum of five (5) years of experience designing or overseeing workforce pathways, learning programs, apprenticeship, internship, externship, training, or other career-development initiatives.
- Minimum of three (3) years of experience coordinating or managing grant-funded programs at the state and/or federal level.
- Minimum of three (3) years of management experience or experience in formal leadership roles.
- Demonstrated experience managing large, multi-stakeholder initiatives with accountability for timelines, deliverables, budgets, compliance, and outcomes. Demonstrated experience leading cross-functional teams and coordinating across internal and external partners.
- Strong operational leadership with the ability to translate strategy into execution and drive measurable results.
- Experience in healthcare, health IT, public health, workforce development, adult learning, or safety-net healthcare environments.
- Familiarity with adult learning principles, workforce recruitment and retention practices, learner outcomes, accreditation practices, and program evaluation.
- Experience working within multi-partner, funder, or program integrator environments. Demonstrated experience building repeatable operating models, governance structures, playbooks, measurement frameworks, and scalable infrastructure for complex programs or service portfolios.
