Deputy Director (DLA Research and Development)

• Develops, plans, executes, manages, and transitions logistics Research and Development funded programs supporting DLA supply chains and strategic goals.
• Integrates manufacturing technology and Advanced Research for Testing Emerging Technology (ARTET) programs enterprise wide.
• Advises DLA senior leaders on Research and Development initiatives, policy development, and the impact of DoD and Congressional requirements.
• Interprets Research and Development regulatory guidelines and coordinates responses to Congressional, GAO, and IG investigations or audits.
• Evaluates Key Performance Indicators and process data to ensure Research and Development activities meet established DLA targets and plans.
• Determines resource requirements, assesses budget constraint impacts, and submits recommendations for Research and Development Board approval.
• Provides technical and administrative direction to subordinate Research and Development program managers and civilian staff.
• Assigns work, evaluates performance, identifies training needs, recommends awards, and hears employee grievances. Qualifications To qualify for a Program Analysis Officer (Logistics Research & Development), your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-15 level, applicants must possess one year of specialized experience equivalent to the GS-14 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: demonstrate mastery of logistics research and development (R&D) program management Developing and transitioning technology programs supporting enterprise supply chains Advising senior executive leadership on R&D policy and legislative requirements Evaluating KPIs and program performance data Providing supervisory directions to technical program managers. B. Education: Applicants may not qualify for this position based on education in lieu of specialized experience Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).
