Summary This position is located in the U.S. Department of Education (ED), Federal Student Aid (FSA). FSA is responsible for managing the student financial assistance programs authorized under Title IV of the Higher Education Act of 1965. These programs provide grant, work-study, and loan funds to students attending college or career school. As Training Specialist GS-1712-13, you will be responsible for: Developing courses meeting the needs of the intended audience ensuring learning objectives are met and content is accessible (considering learning styles, comprehension levels, etc.). Taking complex and/or ambiguous information/content and designing a clear and concise product which is appealing and easily understandable. Collaborating with various internal and external stakeholders (including subject-matter experts) determining the most effective solution for training/development activities or application of existing training programs/developmental activities (including simulations, e-learning and blended learning solutions). Researching and adapting various approaches marketing relevant training and developmental activities to intended audiences. Conceptualizing, designing, and producing visual or multi-media solutions supporting or marketing various learning and development products (e.g., charts/graphs, flow diagrams, infographics, presentation visuals, posters, cover art, logos, web or SharePoint pages, and videos). Minimum Qualification Requirements You may meet the minimum qualifications for the GS-13, if you possess the specialize experience. Specialized Experience for the GS-12 One year of experience in either federal or non-federal service that is equivalent to at least a GS-12 performing two (2) out of three (3) of the following duties or work assignments: 1. Experience routinely training financial aid professionals at financial aid nights or other professional financial aid conferences either in person or online through webinars, demos, tutorials, templates, job aids, training materials, and other media. 2. Experience working in training design and development in the context of constantly evolving requirements, principles, and adult learning concepts. 3. Experience with training or managing financial aid systems and programs at an Institution of Higher Education, an associated organization, or the Department of Education. Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). Ability to show experience developing synchronous, asynchronous (instructor- led training, e-learning, and educational simulations), and blended learning solutions for adults in the workplace, including but not limited to scenario based or simulation based learning, micro-learning, multi-media solutions, and other continuous learning options. 2. Knowledge of the administration of the Higher Education Act, Title IV student aid programs including a knowledge of the mission, organization and work processes of Federal Student Aid's programs and their relationship to the training and development process. 3. Ability to communicate effectively and efficiently verbally and in writing to convey technical and non- technical information to diverse levels of learners. 4. Skill in composition, typography, imagery, messaging, and branding of student financial aid training products. Education Education Requirements: Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled or Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. Education cannot be substituted for experience for this position and grade level.
