Summary About the Position: This position at Lyster Army Health Clinic in Fort Rucker, AL. Incumbent serves as Facility Operations Specialist for an Army Medical Treatment Facility under the general supervision of the Facilities Management Chief. Work is performed in offices, mechanical rooms, construction sites, and clinical areas. Business hours are 0730-1615. After hours and/or emergency response may be required. This is a Direct Hire Solicitation Duties

• Support contracted projects by coordinating designs, estimates, and service requirements.
• Apply facility standards by using required codes during project planning and reviews.
• Check contractor performance by inspecting work and verifying completion for payment.
• Assist construction efforts by representing user needs during design and project meetings.
• Review facility conditions by assessing buildings, grounds, and utilities to identify maintenance needs.
• Plan facility work by setting priorities and basic performance expectations for maintenance and repair tasks.
• Inspect equipment systems by evaluating real property items to ensure capacity and compliance.
• Provide technical input by outlining facility modification needs for new equipment or functional changes. Qualifications Management may select at any of the grade levels announced. This recruitment provides promotion opportunity to the target grade of the position without further competition when selectee is eligible and recommended by management. Qualifications for the GS-09 level: Specialized Experience: One year of specialized experience which includes experience evaluating facility conditions to identify routine maintenance and repair needs under established guidance; and reviewing contractor work to verify basic compliance with project plans and required standards; and assessing building systems to verify operational status and document issues; and assisting project planning by collecting facility data for supervisor use. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree with a major study in engineering, industrial arts, property management, or business administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Qualifications for the GS-11 level: Specialized Experience: One year of specialized experience which includes experience evaluating facility conditions to identify maintenance, repair, and improvement needs across buildings, grounds, and utilities; and monitoring contracted work to verify compliance with project specifications and required standards; and reviewing technical drawings to ensure accuracy of scope and impact on facility operations; and assessing mechanical and/or utility systems to determine capacity, safety, and regulatory compliance. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in engineering, industrial arts, property management, or business administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
