Summary About the Position: As a Safety & Occupational Health Specialist for the Bonneville Project you will serve as the Lead Safety Specialist and assist with planning and managing a comprehensive Safety and Occupational Health program, as well as execute inspections and assist with the medical surveillance program. Duties

• Serve as the Lead Safety Specialist, assisting the Environmental Health and Safety Team Lead in planning, managing, and interpreting regulations to develop written procedures that eliminate or control workplace hazards across all operational phases.
• Conducts comprehensive safety inspections of work sites, floating plants, shop machinery, protective gear, and fire suppression systems to detect hazardous conditions and recommend corrective measures.
• Lead investigations into personnel mishaps and property damage, analyzing contributing factors to draft formal reports, recommend preventative measures, and track statistical injury trends.
• Administer key occupational health programs, including medical surveillance, hearing conservation, respiratory protection, fall protection, confined space entry, and hazardous/environmental remediation activities.
• Coordinate all on-site dive operations at the water resources project, collaborating with the District Diving Coordinator on safety compliance and maintaining critical oversight of structural and equipment hazards near dive zones.
• Develop and deliver technical safety training, oral presentations, and promotional safety campaigns to supervisors and employees utilizing diverse educational materials and visual aids.
• Interface with external agencies (including OSHA, NIOSH, and MSHA) and safety professionals to resolve complex safety issues, while researching emerging SOH technologies to draft district-wide guidance. Specialized Experience: Qualified applicants should describe in their resume at least one year of specialist experience equivalent the the GS-09 level in federal service with implementing an industrial safety program to minimize and prevent human injury and protect from property and productivity losses; and performing site inspections and evaluating work practices to eliminate hazards, ensure safe procedures and compliance. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in a related field such as Occupational Safety and Health, Public Health, Industrial Hygiene, Safety Engineering/Systems Safety. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
