Technical IT Project Manager

Description Position Overview: Precise Software Solutions, Inc. is seeking an experienced Technical Project Manager to own day-to-day execution of a large-scale federal IT delivery program. This role manages the integrated schedule, Agile delivery cadence, and technical dependencies, working closely with the Program Manager, client stakeholders, technology vendors, and a wide network of external partner organizations. Given the high volume of coordination required across numerous external stakeholder groups, the ideal candidate is highly organized, technically savvy, and skilled at managing multiple concurrent relationships without losing track of commitments or details. Key Responsibilities

• Manage day-to-day execution of the program, including the integrated schedule, Agile delivery cadence, technical dependencies, and required reporting.
• Serve as the day-to-day technical point of contact for a large and varied set of external partner organizations, maintaining organized, up-to-date tracking of open items, commitments, and follow-ups across every active relationship.
• Lead or co-lead client-facing planning and coordination meetings, ensuring client questions and concerns are addressed promptly and accurately.
• Run sprint cycles with full Agile ceremonies (sprint planning, daily standups, backlog refinement, retrospectives), facilitating sprint review demonstrations for the client and relevant stakeholders.
• Track sprint velocity and burndown continuously, surfacing at-risk sprints to the client early enough to adjust scope or bring in support before a milestone is affected.
• Apply rolling wave planning to translate the approved program roadmap into executable sprint cycles, maintaining detailed near-term plans while longer-range workstreams remain at the milestone level until readiness and scope are known.
• Track cost and schedule performance using EVM or EVM-informed practices, calculating planned versus actual performance against an approved baseline so variance is expressed in concrete terms rather than qualitative assessments.
• Coordinate with architects, engineers, and QA leads to manage backlog execution, technical dependencies, environment promotion, and release sequencing.
• Manage and escalate material risks, dependencies, and blockers promptly through the program's risk log and coordination forums.
• Build and maintain trusted working relationships with client technical and program staff, serving as a reliable point of escalation when issues arise.
• Communicate proactively with the client on emerging risks, schedule impacts, or scope questions rather than waiting for scheduled status reports.
• Serve as the point of contact for coordination among the federal client, partner organizations, technology vendors, and other program stakeholders, operating within an established decision-making authority framework.
• Support the Program Manager in maintaining the integrated master schedule, resource forecasts, and decision/change log, distinguishing normal planning elaboration from approved baseline changes.
• Responsible for integration testing schedules, technical working sessions, and requirements feasibility assessments across client, partner, and vendor teams, tailoring communication and technical detail appropriately to each audience. Requirements
• Substantial experience as a technical project manager or delivery lead on federal IT programs, including direct experience running Agile/Scrum delivery for a software platform implementation.
• Proven experience managing complex program with annual revenues exceeding $10M.
• Demonstrated ability to manage a high volume of external stakeholder relationships simultaneously, staying organized and responsive across many parallel workstreams without dropping details.
• Strong technical fluency — comfortable engaging directly with architects and engineers on system design, integration, and data questions, not just tracking status at a high level.
• Experience managing multi-workstream technical delivery with concurrent implementation cohorts, phased rollouts, or multi-tenant environments.
• Experience with EVM and rolling wave planning and translating a longer-range program roadmap into near-term sprint execution.
• Experience working within regulated federal environments; familiarity with FedRAMP authorization requirements is a plus.
• Experience with system integration testing and coordination across external interfaces/APIs.
• Excellent stakeholder coordination skills, with proven ability to triage and route requests across multiple governance bodies and decision authorities.
• Familiarity with tools such as JIRA (or comparable ALM tools) for release and sprint traceability.
• Excellent written and verbal communication skills, including experience preparing decision packages and status reporting for federal government clients.
• Bachelor's degree in a technical field (computer science, information systems, engineering, or related discipline) preferred; EVM certification or PMP certification a plus.
