Leidos’ Defense Sensors Open Air Sensors Division is seeking a Technical Project Manager to join a diverse team to create unique solutions for complex sensor and radar orientated problems. This position affords new or experienced engineers continued opportunities to learn and grow in technical knowledge of sensor and radar systems. The department encourages and frequently incorporates new ideas from all employees into our many sensor projects which span the entire DoD ecosystem. Opportunities for advancement into senior technical roles, as well as project or personnel management are also available. This position offers a unique opportunity to transition into leadership of an established technical portfolio through a planned two-year mentorship and knowledge-transfer period with the incumbent Program Manager. The successful candidate will progressively assume responsibility for customer relationships, technical execution, financial performance, contractual commitments, and long-term portfolio strategy. • Lead the planning and execution of multiple technical projects and Task Orders within a complex, software-intensive defense portfolio, with responsibility for technical performance, schedule, cost, staffing, risk, and customer commitments.
• Partner directly with government customers and internal technical leadership to understand mission needs, define and prioritize requirements, establish project priorities, demonstrate system capabilities, and plan future development and modernization initiatives. Periodic travel to customer locations is required.
• Develop and maintain integrated project plans, technical schedules, staffing plans, budgets, cost estimates, and Work Breakdown Structures (WBS) to ensure resources and activities are aligned with program objectives and contractual requirements.
• Lead cross-functional teams spanning software engineering, systems engineering, cybersecurity, Information Assurance, IT, test, security, facilities, finance, contracts, procurement, and other functional organizations. Establish priorities, coordinate resources, manage dependencies, resolve issues, and drive projects to successful completion.
• Monitor project performance against technical, schedule, and financial baselines. Analyze planned versus actual performance, identify emerging risks and issues, develop corrective-action or recovery plans, and maintain accountability for project objectives.
• Prepare and deliver recurring technical, schedule, financial, and programmatic reviews to customers, program leadership, and executive management, clearly communicating accomplishments, upcoming milestones, risks, issues, resource requirements, and recommended actions.
• Manage software development and delivery activities throughout the development lifecycle, including requirements and backlog prioritization, Agile planning and execution, software integration and test, technical reviews, release readiness, customer testing, and production deployment.
• Serve as a primary interface between customers and development teams, translating customer and mission requirements into actionable technical priorities and ensuring delivered capabilities provide the intended operational value.
• Support and progressively lead proposal and business-development activities, including development of technical approaches, Basis of Estimates (BOEs), staffing and resource plans, cost estimates, Task Order proposals, and competitive IDIQ contract recompetes.
• Coordinate software configuration, release, documentation, and secure delivery activities required to provide software and technical products to government customers, including activities associated with classified systems and controlled technical information.
• Coordinate IT, cybersecurity, and Information Assurance activities necessary to maintain secure classified and unclassified development and laboratory environments, including Authority to Operate (ATO), technical refresh, vulnerability remediation, continuous monitoring, risk-management activities, and applicable system compliance requirements.
• Coordinate program resources and infrastructure necessary for successful execution, including laboratory and office facilities, IT resources, Government Furnished Equipment (GFE), material procurement, software and system access, and associated accountability requirements.
• Identify and manage program risks and opportunities, proactively addressing technical, schedule, cost, resource, supplier, cybersecurity, and customer-related issues before they adversely affect program performance.
• Build and maintain effective relationships with customers, technical teams, functional organizations, subcontractors, suppliers, and company leadership to facilitate execution and support long-term portfolio growth. • BS degree from an ABET-accredited college or university in Electrical Engineering, Computer Engineering, Computer Science, or a related technical field, with 4–8 years of applicable professional experience.
• Strong technical foundation with demonstrated experience supporting complex software, engineering, integration, test, or other technical development efforts.
• Demonstrated experience leading technical projects, engineering activities, software development efforts, or cross-functional technical teams, with the ability and interest to grow into broader program management responsibilities.
• Working knowledge of software development and engineering processes, with experience using MATLAB, Python, or similar programming or scripting languages .
• Experience with formal software testing , including developing or executing methodical test approaches and authoring and maintaining test plans and procedures.
• Experience with automated software testing and an understanding of how automated testing supports software integration, verification, and release processes.
• Knowledge of Linux environments , including administration, scripting, and basic network configuration and troubleshooting.
• Experience installing, utilizing, or managing containerized software applications and environments .
• Familiarity with modern DevSecOps practices and CI/CD pipelines , preferably within a GitLab environment.
• Demonstrated ability to understand software-intensive systems, communicate effectively with engineers and technical subject-matter experts, and translate technical information for customers and program leadership.
• Experience planning and coordinating technical activities, including development of schedules, resource requirements, technical deliverables, risks, and dependencies.
• Demonstrated ability to lead and coordinate multidisciplinary teams and work effectively across engineering, software, cybersecurity, IT, test, and other functional organizations.
• Strong analytical and problem-solving skills with the ability to identify technical and programmatic issues, evaluate alternatives, and drive issues to resolution.
• Strong organizational skills and attention to detail, with demonstrated ability to manage multiple priorities and operate both independently and collaboratively in a fast-paced, highly productive technical environment .
