About the Role Voluntas is preparing a tender for an Evaluation on Humanitarian Assistance, Recovery and Protection for an international organization in Ukraine. We are seeking an experienced Evaluation Team Leader to provide overall technical and strategic leadership for the assignment. The assignment is expected to run from end 2026 to mid 2027 and will assess not only the programme itself, but also the client’s wider contribution to humanitarian, recovery and protection objectives in Ukraine, including areas such as localization, social protection, government leadership, civil society engagement, coordination, and the transition from emergency assistance towards longer-term recovery and resilience. The evaluation will use a theory-based, mixed-methods and contribution-focused approach, with at least four case studies and primary data collection in Ukraine. Your Responsibilities

• Lead the overall evaluation design and implementation.
• Develop the methodology, evaluation matrix, analytical framework and data collection approach.
• Lead theory-based and contribution-focused analysis.
• Oversee qualitative and quantitative data collection and analysis.
• Guide case study design and stakeholder engagement in Ukraine.
• Ensure strong triangulation, quality assurance and evidence-based conclusions.
• Integrate gender, disability, vulnerability, ethics and safeguarding considerations.
• Lead key deliverables, including the inception and final evaluation reports.
• Present findings and recommendations to the client and relevant stakeholders.
• Lead and coordinate the wider evaluation team. Main Competencies
• Professional proficiency in Ukrainian is required.
• Minimum 12 years' relevant experience.
• Extensive experience leading complex evaluations in humanitarian, development, recovery, resilience and/or social protection contexts, including conflict-affected settings.
• Strong knowledge of the Ukrainian humanitarian and recovery context.
• Experience with theory-based and mixed-methods evaluation approaches, including contribution analysis, outcome harvesting or process tracing, and international standards.
• Expertise in humanitarian protection, social protection, cash assistance, and/or localization.
• Strong qualitative and quantitative research skills.
• Experience designing inclusive, ethical, trauma-informed data collection with vulnerable populations.
• Experience working with government, civil society, international organizations and donors.
• Proven experience managing multidisciplinary evaluation teams and delivering high-quality evaluations to demanding timelines.
• Excellent analytical, report-writing and presentation skills, including facilitating workshops with senior audiences.
