Summary This position serves as a Supervisory Inventory Management Specialist for non-expendable (NX) assets/material In a VA Health Care System and supported catchment area. Supervises multiple supply or material classes/series. Is recognized as Material Management Section's subject mailer expert and serves as advisor and consultant to the Chief Supply Chain Officer and Assistant CSCO on property management matters for sound materiel management concepts, practices, and control of all personal property. Duties Duties include, but may not be limited to the following: Plans, directs and manages the activities of the Material Management Section, to Include property management, equipment management, run warehouse receiving, and distribution. and supported catchment area. Conducts data/information analysis for acquisition planning associated with materials and/or capital equipment. Develops and supports the creation of acquisition strategies and standardization initiatives to acquire and purchase high-tech, high-cost medical devices, surgical equipment devices and major classes of materials, displaying familiarity with contracting laws and regulations with Industry practices. Participates In VISN and facility strategic planning to support major and minor construction projects. activation of new facilities, and reuse of existing space involving multi-million dollar projects. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Examples of specialized experience would typically include, but are not limited to: Working Knowledge of the Material Management Section and supported catchment areas. Knowledge to conduct the planning, management and control, and lifecycle management over all NX assets within the VA. Skill to plan work to be accomplished by subordinates, setting priorities, and preparing schedules. Ability to provide advice, counsel, and instruction to employees on both work and administrative matters. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.
