Job Title: Quality Assurance/Project Controller Job Category: Information Technology Time Type: Full time Minimum Clearance Required to Start: Secret Employee Type: Regular Percentage of Travel Required: Up to 10% Type of Travel: Continental US * * * The Opportunity: CACI is seeking an experienced Quality Assurance / Software Test Lead to support the Navy Medicine Online (NMO) development team. In this role, you will provide comprehensive software quality assurance and testing oversight, reviewing development work and validating application readiness prior to production release. You will develop, implement, and maintain formal quality assurance processes, testing standards, and documentation while monitoring compliance throughout the software development lifecycle. You will also support the Risk Management Framework (RMF) as directed by the Defense Health Agency (DHA) and participate in Annual Security Reviews (ASR), Authority to Operate (ATO), and Independent Verification and Validation (IV&V) activities. This position serves as the final quality gate prior to software release , providing documented GO, GO-WITH-CONDITIONS, or NO-GO recommendations based on testing results, identified risks, defects, security considerations, and overall release readiness. You will leverage Artificial Intelligence (AI) and modern test automation technologies to improve testing efficiency, strengthen software quality, accelerate defect identification, and support continuous improvement across the NMO development environment. Responsibilities:
- Design, develop, execute, and maintain comprehensive test plans, test cases, test scripts, and automated test suites for web applications, web services/APIs, ETL processes, data warehouses, acceptance criteria, and technical specifications.
- Manage and support project pipelines within Application Lifecycle Management (ALM) environments, including testing activities, defect management, quality controls, and release readiness.
- Identify, analyze, document, prioritize, and track software defects, performance bottlenecks, integration issues, and other quality concerns using test results, application logs, monitoring tools, and supporting technical data.
- Communicate test strategies, execution status, quality metrics, defects, risks, and release-readiness findings to government Project Managers and other technical and program stakeholders.
- Serve as the final quality gate for software releases, providing documented GO, GO-WITH-CONDITIONS, or NO-GO recommendations with clear technical rationale, risks, and required corrective actions.
- Provide technical guidance, testing standards, and QA best practices to strengthen organizational quality assurance capabilities and promote continuous process improvement.
- Leverage AI-assisted development and testing capabilities to design, maintain, and optimize scalable test automation frameworks using technologies such as Puppeteer, Selenium, Java, NUnit, JUnit, REST Assured , or comparable automation frameworks.
- Design and execute automated testing for RESTful web services and APIs , including authentication and authorization, request/response validation, contract testing, error handling, performance testing, and system integration testing.
- Perform cross-browser, accessibility, database, backend, and integration testing to validate application functionality, performance, usability, and data integrity.
- Develop and execute SQL queries to validate database transactions, application behavior, data accuracy, and end-to-end system functionality.
- Support RMF, ASR, ATO, and IV&V activities by providing required testing evidence, quality documentation, technical findings, and remediation support.
- Collaborate with developers, engineers, security professionals, project managers, and government stakeholders to resolve defects and ensure solutions meet technical, security, operational, and customer requirements. Qualifications : Required

- Demonstrated understanding and proficiency in using AI platforms and AI-assisted tools to support software design, development, testing, analysis, and quality assurance activities.
- Demonstrated experience designing, executing, and managing system testing and evaluation activities throughout the software development lifecycle.
- Experience developing and maintaining software requirements based on user requirements, system functionality, acceptance criteria, and existing software defects.
- Demonstrated proficiency with Application Lifecycle Management (ALM) tools and processes.
- Strong analytical, troubleshooting, and problem-solving skills, with the ability to diagnose application, integration, database, and cloud-related issues using logs, monitoring tools, test results, and other technical data.
- Exceptional attention to detail and a demonstrated commitment to software quality, customer requirements, risk management, and continuous process improvement.
- Strong technical writing and editing skills with the ability to develop clear testing documentation, findings, recommendations, and release-readiness assessments.
- Excellent interpersonal, written, and verbal communication skills, including the ability to communicate complex technical findings to technical and non-technical stakeholders.
- Ability to manage multiple priorities and perform effectively in a fast-paced, deadline-driven environment. Desired
- Knowledge of DevSecOps principles, Agile software development methodologies, and the context engineering lifecycle .
- Experience working within integrated development, testing, security, and release-management environments.
- Knowledge of Git-based version control and software configuration management practices .
- Experience supporting RMF, ATO, ASR, and/or IV&V activities within Department of Defense or federal environments.
- Familiarity with automated testing frameworks and technologies such as Puppeteer, Selenium, Java, NUnit, JUnit, REST Assured , or equivalent tools.
- Experience testing RESTful APIs, databases, ETL processes, data warehouses, and cloud-based applications.
