Summary This is an Air Reserve Technician (ART) position. ARTs are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. Duties The purpose of this position is to: as an Air Reserve Technician (ART) position this is a dual purpose position, accomplishes Combat Crew Communication (CCC) duties and serves as the CCC Training Program Manager/Instructor providing for the full range of responsibility of a training program. DUTIES: 1. Serves as the subject matter expert to the Operations Group Commander on issues related to Nuclear and Tactical operations related to CCC. 2. Performs limited supervisory personnel management responsibilities. 3. Oversees Communication Security (COMSEC) management and training. 4. Provides support to Flight Operations activities for assigned unit. 5. Develops and implements CCC control proficiency training and certification programs for CCC, aircrews, augmentees, and others as designated. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative & Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-09 level in federal service which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. Specialized experience is experience which includes a practical understanding of commonly applied telecommunications principles, concepts, and methodologies in performing work assignments to include developing, teaching and implementing standardized telecommunications approaches, methods, and techniques. OR EDUCATION: Three full years of progressively higher-level graduate education leading to such a degree or LL.M., if related or Ph.D. or equivalent doctoral degree,

Education and

EXPERIENCE: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level. NOTE:

Requirement for General Schedule

(GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Skills and Abilities

(KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of standardized telecommunications concepts, principles, and practices regarding deployable communications equipment and systems. 2. Knowledge of the operating characteristics of and interoperability requirements for specialized communications systems and information systems security principles and methods. 3. Skill in weighing the impact of variables such as changes in electronic and other equipment characteristics, equipment availability, interoperability of components, and types of communication required. 4. Ability to resolve problems or questions by gathering and analyzing facts from a variety of sources, forming and communicating conclusions, and making recommendations. 5. Ability to read, comprehend, and interpret communications such as COMSEC messages, operational plans, execution orders, emergency action plans and orders. 6. Ability to communicate effectively both orally and in writing to brief, instruct, and prepare papers and documents.

POSITION: Position involves developing and teaching course materials This is an Air Reserve Technician (ART) position. ARTs are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members; are subject to immediate call to active duty in mobilization to meet a national emergency. For additional information regarding ART positions and/or military qualifications, please call 1-800-257-1212. Retired military are usually ineligible for membership in the AF Reserve. Retired military that have active AF Reserve assignments may apply provided they show assignment (position) on the application. A military service member's statement of service/certification will be accepted IF a terminal leave form or DD214 cannot be provided. The statement/certification should indicate member's separation from active duty is within 120 days of the closing date of this announcement. It must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin, your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Your preference and/or appointment eligibility will be verified prior to appointment. Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave. Individuals selected for ART positions must meet both civilian qualifications and uniformed military requirements.
