Summary This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense using hiring authority in 5 USC 9905. DISA has delegated authority by the Under Secretary of Defense to directly appoint qualified candidates possessing a finance, accounting, management, or actuarial science degree, or a related degree from an accredited college or university in a field of study, or equivalent experience, related to the functions of the position to be filled. Duties Duties may vary based on organization and work role of the position selected for but may include the following: Develops, maintains, and provides contracting training to DITCO-NCR personnel to equip employees with the foundational knowledge required to perform mission essential contracting functions. Trains and assists DITCO-NCR personnel in the award and administration of complex and higher dollar value procurement contracts related to commercial and non-commercial IT services. Provides tailored training for DITCO-NCR personnel on DISA-specific contracting systems and tools. Serves as the sponsor to DITCO-NCR non-supervisory personnel to facilitate efficient, effective, and consistent on-boarding and assimilation of DITCO-NCR personnel. Responsible for and/or assists with the disposition of tasks and data calls within the DITCO-NCR. Note: Our Agency is currently in the process of transitioning from Standard Procurement System (SPS) Procurement Desktop-Defense (PD2) to Enterprise Contract Writing Module (ECWM). Since this employee will serve as the training coordinator for the Division, prior experience in ECWM or Contracting Information Technology (CON-IT) is highly desirable for this position. Qualifications Basic Education Standards for positions in the 1102 series: Bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees All applicants must provide a copy of transcripts at the time of application. Education Exemptions: The education requirements listed above apply only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent)-1102 or before September 30, 2000 are also exempt from meeting this requirement. Failure to provide SF-50 or career brief (for Armed Forces members) dated prior to October 1, 2000 will result in disqualification (this includes DISA employees). Specialized Experience: For the GS-09, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-07 grade level in the Federal Service, Military, or Private Sector. Specialized experience is defined as experience in identifying training needs; provides constructive reinforcement; coaches others on how to perform tasks related to contract or procurement. For the GS-11, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-09 grade level in the Federal Service, Military, or Private Sector. Specialized experience is defined as experience in contract planning, evaluating, and administering training, organizational development, and career development. For the GS-12, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-11 grade level in the Federal Service, Military, or Private Sector. Specialized experience in in contracts, techniques, or requirements for contracting or procurement (for example, Federal Acquisitions Regulations) for contracting or procurement, and contract negotiation and administration. Candidates must describe how their experience meets the specialized experience requirement within the body of their resume. Waivers: With the exception of Specialized Experience, the component acquisition career management authority may waive any or all of the requirements listed in this qualifications standard with respect to any employee of the Department of Defense if the board certifies that the individual possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated job performance and qualifying experience Education

GS-11 LEVEL: Three full years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree. There is no substitution of education for specialized experience at the GS-12 grade level Graduate Education: To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. To be creditable, education must have been obtained in an accredited college or university. You must report only attendance and/or degrees from schools accredited by accrediting institutions that are recognized by the U.S. Department of Education Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by the National Association of Credential Evaluation Services at the time of application.
