I. About Nonviolent Peaceforce

Nonviolence Peaceforce (NP) is a nonpartisan international organization globally recognized for its Unarmed Civilian Protection (UCP) strategies in preventing violence, increasing safety and security of civilians, and strengthening local peace infrastructures across its program locations. Presently, NP has country program operations in South Sudan, Myanmar, Iraq, Indonesia and the Philippines. Nurani Perdamaian Indonesia (NPID) is a humanitarian organization established on March 01, 2023. With legality certification by the Indonesian Ministry of Law and Human Rights through AHU Number -0003058.AH.01.07. TAHUN 2023. Our organization is affiliated with the Nonviolent Peaceforce organization and operates as a branch representative of the Nonviolent Peaceforce for Indonesia. Ii. Background Information of the Project

Indonesia continues to strengthen a comprehensive approach to preventing and countering violent extremism conducive to terrorism. Beyond security measures and law enforcement, these efforts require sustainable rehabilitation and social reintegration for individuals who have previously been exposed to violent extremist ideologies. In practice, however, the reintegration process continues to face several challenges, including limited inter-agency coordination, the absence of well established community based support mechanisms, and the need to strengthen the capacity of local actors involved in facilitating successful reintegration. These challenges require coordinated and context-sensitive approaches that involve government institutions, community actors, religious leaders, and other relevant stakeholders. The Government of Indonesia reaffirmed its commitment through Presidential Regulation No. 8 of 2026 on the National Action Plan for Preventing and Countering Violent Extremism Conducive to Terrorism (RAN PE) 2026–2029, which emphasizes a whole of government and multi stakeholder approach to prevention efforts. Within this framework, the Ministry of Religious Affairs plays a strategic role through the promotion of religious moderation, religious counselling services, and strengthened social cohesion, in line with Presidential Regulation No. 58 of 2023 on Strengthening Religious Moderation. Through the RECONNECT ( Religious Counselors Prison Rehabilitation and Community Reintegration ) Programme, Nurani Perdamaian Indonesia (NPID), in collaboration with the Ministry of Religious Affairs and cross-sector strategic partners, seeks to strengthen the role of Religious Counsellors and community actors in supporting safe, inclusive, and sustainable rehabilitation and social reintegration. The RECONNECT Programme includes capacity building for Religious Counsellors, the development of practical guidance for community-based assistance, the strengthening of community reintegration mechanisms, and the monitoring of reintegration related risks and signals through relevant systems within the Ministry of Religious Affairs. Through these interventions, the program seeks to contribute to stronger institutional capacity, improved coordination, and more sustainable community-based approaches to rehabilitation and reintegration.

Iii. Objective

To provide analytical, monitoring, and quality assurance support to the RECONNECT Programme by assisting the Programme Officer in reviewing program activities, outputs, and reports, monitoring progress against agreed objectives and indicators, identifying implementation gaps and areas for improvement, and documenting key findings, lessons learned, and recommendations to strengthen the quality and effectiveness of program implementation.

Iv. Consultancy Framework

The consultancy will focus on five interconnected components: MEL System and Tools, Programme Data Analysis and Projection, Activity Monitoring and Documentation, Programme Reporting and Knowledge Management, and Learning and Adaptive Programming. These components are designed to provide technical and analytical support to the Programme Officer throughout the implementation of the RECONNECT Programme. The MEL system and tools provide the foundation for systematically tracking program implementation and results. Programme data analysis and projection build on this foundation by generating evidence and insights on program progress, emerging trends, gaps, and potential areas requiring attention. Activity monitoring and documentation ensure that program implementation and results are systematically captured, while reporting and knowledge management consolidate these findings into clear and useful program documentation. Finally, learning and adaptive programming use the evidence generated through these processes to identify lessons learned, inform program adjustments, and strengthen future implementation. The framework below outlines the key program needs, the analytical and technical support to be provided by the Consultant Analyst, the expected outputs, and the key users and stakeholders involved. V. Scope of Work

The Consultant Analyst will be responsible for providing technical and analytical support to the Programme Officer in monitoring and analysing the implementation and results of the RECONNECT Programme. The Consultant Analyst will:

• Support the Programme Officer in monitoring the implementation of RECONNECT program activities to ensure that activities are carried out in accordance with approved plans, program objectives, timelines, indicators, and agreed deliverables.
• Analyse the implementation and results of program activities to assess progress, identify gaps, challenges, emerging issues, and areas requiring follow-up or further action.
• Review activity documentation and reports to assess whether reported activities, outputs, achievements, and results are consistent with the activities implemented and supported by appropriate evidence.
• Support the Programme Officer in verifying the accuracy, completeness, and consistency of program data, activity reports, and related documentation.
• Provide analytical feedback and evidence based recommendations to improve the quality and effectiveness of program implementation, monitoring, and reporting.
• Support the Programme Officer in documenting key findings, lessons learned, good practices, challenges, and follow-up actions arising from program activities.
• Perform other related analytical and monitoring tasks as reasonably required to support the effective implementation and management of the RECONNECT Programme.

Vii. General Qualifications of the

CONSULTANT:

• A minimum of a Master's degree with at least five (5) years of relevant professional experience, or a Bachelor's degree with at least seven (7) years of relevant experience in Preventing and Countering Violent Extremism (PCVE).
• Strong understanding of the institutional context of the Ministry of Religious Affairs, the role of Religious Counsellors, and issues related to religious moderation and social cohesion will be considered an advantage.
• Experienced in collaborating with ministries and government institutions.
• Experienced in monitoring and evaluating programs.
• Excellent communication and report writing skills in Bahasa Indonesia.
