Summary About the Position: Manages and administers the Security and Law Enforcement (S&LE) Program, formulates District policies and provides program direction by issuing regulations, standards, and technical guidance for the Latin America & Caribbean District which encompasses the Commonwealth of Puerto Rico, the U.S. Virgin Islands, and the Caribbean Region. Duties

  • Manages physical security, surveys, incident investigations and reporting.
  • Advises the Commander and staff on Security and Law Enforcement matters.
  • Serves as the Antiterrorism Officer, Physical Security Officer, and technical authority on SLE for the District.
  • Reviews construction plans and specifications for compliance with security measures. Consults with design, maintenance and operations personnel on security measures in planning and designing new construction or alterations in buildings or equipment.
  • Responsible for providing guidance to employees designated as security representatives for their respective offices.
  • Provides advice and counsel and gives instructions on technical and administrative matters of a security nature.
  • Provides assistance on personnel security matters and advises on the impact of personnel security requirements on organizational missions. Specialized Experience: One year of specialized experience which includes independently managing major components of a security program and providing authoritative advice on security matters. This includes: 1) Developing and implementing policies and procedures across multiple security disciplines (e.g., physical, personnel, or information security); 2) Analyzing and interpreting federal security regulations and standards to ensure program compliance and provide guidance to management; AND 3) Conducting security assessments, surveys, or investigations to identify vulnerabilities and recommend corrective actions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
