Attorney Advisor (Personnel and General Law)

Summary The Office of Personnel and General Law advise on complex issues ranging from labor relations to personnel policies to ethics. Our attorneys exercise a broad range of legal skills including working directly with clients to solve personnel problems and provide ethics advice, working closely with the agency's Labor Relations Officer on labor matters, litigating personnel law and labor disputes, creating and presenting training, and advising on the agency's external civil rights program. Duties As an Attorney Advisor (Personnel and General Law), you will: Advise agency managers and leadership on issues associated with a broad range of employment law matters; AND Serve as an advisor on labor/management relations, including grievances, arbitration, and collective bargaining; AND Represent the agency in cases before the U.S. Equal Employment Opportunity Commission and the Merit Systems Protection Board; AND Advise FRA employees and leaders on issues associated with Federal sector ethics rules and regulations involving conflicts of interest, gifts, outside activity, political activity. and issues arising under FRA's supplemental ethics regulation; AND Advise on issues related to Title VI of the Civil Rights Act of 1964. The ideal candidate should have knowledge of and experience in representing entities in personnel and labor matters, including specifically: representing agencies before administrative bodies or Federal courts; advising managers and leadership on a wide range of employment issues; advising on labor relation matters, including grievances and arbitrations; and advising employees on ethics matters. *PLEASE NOTE: This announcement establishes an open continuous (1 year) vacancy announcement. • You must have at least one year of experience equal or equivalent to the GS-11 it must include: Be a graduate of an accredited law school with a LL.B., J.D., or equivalent AND at least ONE (1) year of professional legal work experience. Be an active member in good standing of the bar in a state or territory of the United States or the District of Columbia or Commonwealth of Puerto Rico. GRADE 13
• You must have at least one year of experience equal or equivalent to the GS-12, it must include: Be a graduate of an accredited law school with a LL.B., J.D., or equivalent AND at least TWO (2) years of professional legal work experience. Be an active member in good standing of the bar of the highest court of any state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico. GRADE 14
• You must have at least one year of experience equal or equivalent to the GS-13, it must include: Be a graduate of an accredited law school with a LL.B., J.D., or equivalent AND at least THREE (3) years professional legal work experience of a progressively responsible nature. Be an active member in good standing of the bar in a state or territory of the United States or the District of Columbia or Commonwealth of Puerto Rico. GRADE 15
• You must have at least one year of experience equal or equivalent to the GS-14, it must include: Be a graduate of an accredited law school with a LL.B., J.D., or equivalent AND at least FOUR (4) years of professional attorney experience. Be an active member in good standing of the bar in a state or territory of the United States or the District of Columbia or Commonwealth of Puerto Rico. Mandatory Education

REQUIREMENTS: In order to qualify for this position, candidates must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have a professional law degree, and must currently be a member in good standing of the bar of a State or Territory of the United States or the District of Columbia.
